Sample Policies Concerning Behavior of
Spectators at Athletic Events

 

SAMPLE POLICY

EXTRA-CURRICULAR ACTIVITY - ADULT PATRON CONDUCT CODE

Any alcoholic beverages or illegal substances are prohibited at all extra-curricular activities sponsored by the __________________ School Corporation. No adult patron, including school employees, shall consume, have in his/her possession, buy, sell, give away, or be under the influence of any alcoholic beverage or controlled substance at an extra-curricular activity. For purposes of this policy, "adult patron" is defined as a person attending the activity who is at least eighteen years of age and is not enrolled as a student in this school corporation. It is the responsibility of the extra-curricular activity sponsor or an appropriate school administrator to implement this policy.

In enforcing this policy, the sponsor or school administrator should have a reasonable suspicion to believe that a violation of this policy has occurred. However, no device should be used unless the sponsor or school administrator has been properly trained to use the instrument. If such device is used, the results of the test should be an alcohol blood level of __________ percent, prior to any further action being taken.

The sponsor or school administrator should inform the person of the possible violation of this policy and provide the person with an informal opportunity to explain his/her conduct. When it is determined that a violation has occurred, the proper law enforcement authority should be contacted as soon as is possible under the circumstances.

If the sponsor or school administrator determines that the person has violated this policy and/or the person has become unruly or has demonstrated inappropriate conduct, the sponsor or school administrator should remove the person to an isolated area away from the activity in order to avoid harm or danger to other persons attending or participating in the activity.

When a person has been removed or isolated, the sponsor or school administrator shall detain such person until the proper authorities have been contacted and have arrived to assess the situation.


SAMPLE POLICY

GOOD SPORTSMANSHIP

The board believes that instilling habits of good sportsmanship should be one of the primary goals of athletic endeavors and that all district employees should model good behaviors in this area.

It is especially important that the athletic director and coaches accept the responsibility for encouraging young athletes to handle themselves in a sportsmanlike way and be models for self-control and dignity for players and spectators. Coaches shall include discussions on courtesy and sportsmanlike behavior as part of pre-game activities. Student fans shall be reminded that their conduct reflects on the schools of this district and that poor sportsmanship will be disciplined.

Parents/guardians and other adult spectators shall also be encouraged to act as models for young people by demonstrating self-control and dignity at all athletic events.

Unsportsmanlike behavior as exhibited through verbal abuse, rude gestures, taunts, obscenities, thrown objects, etc., shall not be tolerated in students, staff, or any persons in attendance at district athletic competitions, Discipline may include, but not be limited to, eviction from the competition and prevention from attending further competitions.

The chief school administrator shall prepare regulations on good sportsmanship and ensure their dissemination to students, parents/guardians, and the community.

COMMUNITY RELATIONS

Spectator Conduct and Sportsmanship for Athletic and Co-Curricular Events

Any person, including an adult, who behaves in an unsportsmanlike manner during an athletic or co-curricular event may be ejected from the event the person is attending and/or denied admission to school events for up to a year, after a board hearing. Examples of unsportsmanlike conduct include, but are not limited to:

  • using vulgar or obscene language or gestures;
  • possessing or being under the influence of any alcoholic beverage or illegal substance;
  • possessing a weapon;
  • fighting or otherwise striking or threatening another person;
  • failing to obey the instructions of a security officer or school district employee; and
  • engaging in any activity which is illegal or disruptive.
The superintendent may seek to deny future admission to any person by delivering or mailing a notice, sent by certified mail with return receipt requested, containing;
  1. The date, time, and place of board hearing;
  2. A description of the unsportsmanlike conduct;
  3. The proposed time period that admission to school events will be denied.
