Curriculum & Instruction Committee

The Curriculum and Instruction Committee shall be composed of eight members representing each of the geographic regions identified in Section 1.  Representation shall (to the greatest extent possible) include secondary, elementary, middle level, and career and technical education center members.  The committee shall review current research-based practices and statewide initiatives in curriculum and instruction, inform the membership of these developments, establish ad hoc sub-committees when appropriate, and provide suggestions for professional development activities to the Professional Development Committee.

Legislative Committee

The Legislative Committee shall be composed of eight members, representing each of the geographic regions identified in Section 1.  The two most recent active Past Presidents will serve as ex officio members.  The committee may recommend to the Board of Directors that new legislation be initiated.  The committee shall review all pending legislation which may influence member schools, professional members, or the MPA.  When appropriate, the committee shall present oral and/or written testimony to the Legislature.  The committee shall also be responsible for developing and presenting resolutions that reflect statements of position on educational issues in prekindergarten through grade twelve.  The committee will periodically review existing resolutions.  Revisions to existing resolutions as well as new resolutions will be forwarded to the Board of Directors.  The Board will either return the Resolution to the committee or will forward it to the professional membership for a vote by means established by the Board.

Professional Division

In the Division of Professional Activities, active membership shall be open to principals, assistant principals, career and technical education center directors and career and technical education center assistant directors, and other school administrators whose primary job function is that of a building principal or assistant principal.

These positions shall be in schools that are on the most current list of schools that have met the Basic School Approval Requirements established by the Maine Department of Education, those approved for attendance purposes, those recognized as providing equivalent instruction, and those authorized as Maine public charter schools. Associate membership is open to all former principals, assistant principals, career and technical education center directors, and  assistant vocational directors.  Retired membership is open to fully retired principals, assistant principals, and career and technical center directors or assistant directors who were active or associate MPA members for the final three years leading up to full retirement.  Aspiring membership is open to aspiring principals, graduate students currently enrolled in a program leading to Adminstrative Certification, and other individuals interested in school administration. Honorary memberships in recognition of outstanding contributions to Maine youth may be extended to individuals as approved by the Board of Directors. Life members are those individuals holding Maine Elementary Principals' Association life memberships, retired Maine Secondary School Principals' Association and Maine Elementary Principals' Association presidents, and retired presidents of the Corporation.

Subject to the limitations and restrictions set forth herein and in the Corporation's Articles of Incorporation, active members of the Division of Professional Activites are entitled to vote, hold office, serve on all committees of the Corporation (professional and interscholastic), and request legal assistance through the legal resource fund.

Associate, aspiring, honorary, and life members of the Division of Professional Activies shall (i) receive all communications from the Corporation and be entitled to attend all conferences and meetings of the Corporation at the active membership rate.  They shall not be entitled to vote, hold office, serve on standing committees or ad hoc committees, nor have access to the legal resource fund.

Retired membes have all of the rights of active members and may be elected to the Board of Directors within the first five years of full retirement.  However, they may not be elected president-elect or president.

The annual membership dues to be paid by active, associate, retired, and aspiring members of the Division of Professional Activites shall be recommended by the Board of Directors and approved by majority vote of the active and retired members of the Division of Professional Activities on a date and means estblished by the Board of Directors.  Active and retired members of the Division of Professional Activities must be current with respect to their dues in order to be eligibile for any of the rights and privileges available to members of the Division of Professional Activities.

Interscholastic Division

In the Division of Interscholastic Activities, all high schools that have met the Basic School Approval Requirements established by the Maine Department of Education, those approved for attendance purposes, those recognized as providing equivalent instrution, and those authorized as Maine charter schools.

Each active member school is entitled to one vote and that vote shall be cast by the school’s principal or the principal’s designee.

The membership dues paid by participating schools of the Division of Interscholastic Activities shall be set by a majority vote of the schools represented at a regular Division of Interscholastic Activities Business Meeting.

The membership year shall be from July 1 to the following June 30. Payment of dues must be made by August 15. Schools that have not paid dues by this date shall be considered dropped from membership and shall be ineligible to participate in any interscholastic division activities until reinstated or an extension is granted by the Interscholastic Management Committee. The dues and other income of each Division will remain allocated to that Division.

The fiscal affairs of each Division shall be maintained in separate accounts. In the case of any common endeavor benefiting both Divisions, the Management Committees of the Divisions shall determine the proper proration of expenses and/or income.

New Administrator Induction & Mentoring Committee

The New Administrator Induction and Mentoring Committee shall be composed of eight members, representing each of the geographic regions described in Section 1.  The committee shall oversee the implementation and periodic review of the Administrator Induction Plan and its companion New Administrator Mentoring Program.

Nominating Committees

There shall be a Professional Nominating Committee and an Interscholastic Nominating Committee.  The Professional Nominating Committee shall consist of sixteen members, two from each region, who shall be appointed by the respective region.  The Interscholastic Nominating Committee shall consist of eight members, representing member schools, one from each region, who shall be appointed by the respective regions.  The respective Management Committee regional representatives will provide the names of Nominating Committee members when a region fails to meet or openings occur.

It shall be the duty of the Professional Nominating Committee to nominate a slate of officers of the Association and to prepare nominations for standing committee assignments of the Division of Professional Activities which shall be presented at the Annual Meeting for election by the members of the Association.  It shall be the duty of the Interscholastic Nominating Committee to prepare nominations for standing committee assignments of the Division of Interscholastic Activities which shall be presented at the Annual Meeting for election by the members of the Association.

Both Nominating Committees shall strive to maintain a balanced representation of geographical regions, constituent groups, and grade levels.

Recommendations by MIAAA for committee assignments shall be submitted to the Interscholastic Nominating Committee prior to April 1.  Both Nominating Committees shall, upon written notice of the Executive Director, meet prior to April 15.  No current member of either Nominating Committees may be nominated for President or President-elect.  Nominating Committee members may be considered for a Management Committee position if they remove themselves from deliberations.

The Professional Development Committee shall be composed of eight members, representing each of the geographic regions identified in Section 1.  The committee shall oversee the implementation and periodic review of the Professional Development Plan, and shall plan the professional development activities portion of the fall and spring conferences.  In addition, the committee may recommend other professional development activities for the membership as appropriate.

Professional Management Committee

Professional Division Management Committee – The Professional Division Management Committee shall be composed of the following individuals:

  1. Two active members of the Division of Professional Activities from each of the geographic regions identified in the MPA Bylaws, representation to be divided equally between elementary and secondary members and may include at least one assistant principal, one teaching principal, one career and technical education center director, and one member whose primary responsibility is as a middle level principal;
  2. The President, President-elect, and the immediate past President shall be ex officio members of the Professional Division Management Committee;
  3. The NASSP Coordinator shall be an ex officio member of the Professional Division Management Committee;
  4. The NAESP State Representative shall be an ex officio member of the Professional Division Management Committee;
  5. A liaison member of the Maine Department of Education;
  6. A liaison member from the Maine School Superintendents’ Association; and
  7. In the event any active member of the Association is serving on the Board of Directors of the National Association of Elementary School Principals or the National Association of Secondary School Principals, such active member shall be an ex officio member of the Professional Division Management Committee.

Administrator Evaluation Model

The Maine Principals' Association's Supervision and Evaluation Committee has taken the initiative to review existing models of administrator evaluation, and to develop a tool that incorporates performance-based standards and a process to ensure professional growth.  Therefore, the committee offers the following Administrator Evaluation Model for use by school administrative units in full or with revisions made at the local level.

2011 Principal Study Survey
The Maine Principal Study has documented since 1997 how Maine principals experience their work and feel about their effectiveness. The 2011 Maine Principal Study survey was distributed electronically, and several items were dropped because they had not yielded particularly useful information during previous administrations.
